Not enough testers: Google Play closed testing
Keep at least 12 opted-in testers continuously enrolled for the full 14-day window.

Fix it in this order
- Count opted-in testers in Play Console, not people invited to the Google Group. Only accounts that accepted the opt-in link count toward 12.
- Recruit more than 12. A roster of exactly 12 fails the moment one person leaves, so plan for a few dropouts.
- Send every tester the opt-in URL and ask them to accept it from the same Google account that is on your list, then install from the Play Store link on that page.
- Keep the same people enrolled for all 14 days. A replacement only counts once they have been opted in for 14 continuous days themselves.
What to capture
- The opted-in count Play Console shows today, with the date.
- Which invited accounts never accepted the opt-in link.
- The date the twelfth continuously enrolled tester opted in.
Avoid resets without evidence
Changing tracks, groups, and releases at the same time hides the actual cause. Resolve one failed boundary, verify it, then continue.
